About Tobacco & Health: Policy and Programs

Tobacco & Health: Policy and Programs develops and oversees tobacco use cessation public health policy, clinical programs, and clinical resources for the Veterans Health Administration (VHA). It is the lead tobacco program within VA and collaborates with other VA program offices and Federal government agencies on joint initiatives and public health campaigns.

Tobacco & Health: Policy and Programs is part of the Clinical Public Health group within the Office of Public Health.

Evidence-based tobacco cessation treatment

Tobacco cessation is a major public health challenge and VHA Tobacco & Health follows a population-based approach to treatment. VA has adopted the U.S. Public Health Service's 2008 Treating Tobacco Use and Dependence Clinical Practice Guideline (2 MB, PDF) within its VA/DoD Clinical Practice Guidelines. The VA/DoD guidelines provide clinical guidance to VHA health care providers on evidence-based tobacco use cessation interventions including counseling and pharmacotherapy.

VA clinical programs helping Veterans stop tobacco use range from individual counseling, to participation in evidence-based smoking cessation specialty clinical programs, to a national smoking cessation proactive telephone quitline. VA primary care providers routinely screen patients for tobacco use. FDA-approved nicotine replacement therapies and smoking cessation pharmacotherapy are available to patients through the VHA national formulary.

Tobacco Cessation Clinical Resource Center

A key element of VHA Tobacco & Health: Policy and Programs is the VHA Tobacco Cessation Clinical Resource Center (TCCRC) located at the Veterans Affairs San Diego Healthcare System. The role of the TCCRC is to enhance VA's behavioral and public health response to tobacco use among Veteran populations in VA care. The TCCRC leads in the development of clinical products and best practices used to improve tobacco use cessation services within VA.
